The Combat Poverty Agency says Ireland is underperforming when it comes to helping the country's poorest people.
The agency says the money spent on changing taxes and social welfare is down by more than €1m this year.
It says this represents a drop of 42%.
Combat Poverty policy and research analyst Jim Walsh says that, while Ireland is moving in the right direction, the country remains well behind the European average when it comes to tackling poverty.
